High-quality after-school programs and summer camps can increase school attendance, improve academic performance, decrease risky behaviors, prevent summer learning loss and support working families. 

Youth development programs will be funded throughout Miami-Dade County, with concentration in under-served communities with high proportions of children and youth experiencing poverty. Services during the school year and summer will serve children and youth in kindergarten through 12th grade, as well as young adults transitioning from foster care and youth with disabilities through age 22. Programs will be inclusive of and fully accommodate children and youth with disabilities and will also be encouraged to support other vulnerable and hard-to-reach populations who may be negatively impacted by poverty, lack of opportunity and related neighborhood and social factors.

To support effective communication, continuous quality improvement, modeling of service delivery, and compliance with implementation requirements, Youth Development applicants that utilize subcontractor relationships to deliver services, must operate at least one site directly, with an appropriate proportion of directly delivered services expected. A lead agency cannot fully delegate the delivery of the program to their subcontractor(s). 

Parenting - Family Strengthening

Subject to board approval, The Children’s Trust intends to release a competitive solicitation for high quality parenting programs, inclusive of group, individual, and home visiting services for families in Miami-Dade County with various levels of needs and preferences. These services aim to support parents, caregivers, and children of all ages, including prenatally, and to improve the overall well-being of families.

The Children’s Trust seeks to fund a continuum of evidence-based and promising parenting programs with specialized curriculum and prescribed service activities to address specific needs or challenges and encourage positive parent-child interactions. Programs will offer professional and peer support, education, and skill-building opportunities for parents and primary caregivers from the prenatal period through transition to adulthood both in-person and virtually. Families with more intensive needs can receive therapeutic and mental health-focused programs delivered by licensed/supervised clinicians. Programs will be inclusive of and fully accommodate parents, caregivers, children, and youth with disabilities and will also be encouraged to support other vulnerable and hard-to-reach populations who may have greater stressors and face parenting challenges.

Public Benefits Enrollment

RFP 2023-10 Health & Wellness: Public Benefits Enrollment

This solicitation is to fund existing Trust-funded providers who serve families and other vulnerable populations negatively impacted by poverty, lack of opportunity, and other related neighborhood and social factors, including those with children and youth with disabilities, with support for enrollment in public benefits.    
 
This process will require applicants to describe how they will appropriately address the needs of diverse populations across the county with the required evidence-based and best practices suitably adapted for the proposed populations. Agencies will be expected to enroll at least four hundred (400) families in public benefits through this initiative, with at least 3,000 families achieving this outcome across Maimi-Dade County.

The primary activities and outcomes for each solicitation will include:  

  • One-on-one enrollment assistance in public benefits and other entitlement and assistance programs, supported by community partnerships and outreach efforts;   
  • Application tracking to determine the disposition of applications;
  • Renewal application support and follow-up.

Learning: Capacity Building

RFP 2023-11 Small Community-Based Organizations (CBO)

This solicitation will fund multiple organizations, for up to $600,000, for capacity building supports for child and family-serving small Community-Based Organizations (CBOs) in Miami-Dade County. Small CBOs must have a current operating budget between $50,000 and $500,000. Throughout this intensive two-year initiative, highly motivated small nonprofit agencies will actively engage in educational activities, have access to a variety of resources and become members of a supportive leadership development network while strengthening the management and governance of their organizations to effectively achieve objectives and fulfill their missions. Funding in this RFP shall not support any direct program service delivery to children, youth or families. Individual funding award amounts to support the implementation of individual capacity building plans will be in accordance with the total agency budget and will not exceed $60,000.

Single Source Description:
This information is designed to inform the applicant community and the public that The Children’s Trust intends to enter into a non-competitive contract (known as a single source) to purchase a product or service unless it is determined by The Trust, based on the responses to this notice, that there is more than one qualified applicant.  If you believe you are a qualified applicant, please submit a response to address all the requirements of the single source determination to the contact listed in the notice.

211 Call Center Single Source:
The Children’s Trust seeks to procure the services of one agency to implement the following program:
The 211 Call Center to manage all aspects of The 211 Helpline in Miami-Dade County, which shall serve as the single point of coordination for information and referral for health and human services in Miami-Dade County.  The 211 Helpline provides 24-hour comprehensive helpline and support services for children, youth, parents and human service providers seeking crisis intervention assistance, empathetic listening support, and or information and referrals to health and human services located in Miami-Dade County. Additionally, the 211 Helpline provider maintains a web-based Help Pages/Community Resource Directory (CRD) accessible to the public via a searchable database on the Internet. This resource provides information on community-based and government agencies, individual service programs, service sites, client eligibility criteria, and other specifications.

Community Engagement Notice of Funding Availability - Fiscal Year 2022-2023 Only

The Community Engagement Fund of The Children's Trust hopes to build on existing community assets, encourage collaboration and support the sustainability of successful programs and projects. All funded programs/projects must support the mission and values of The Children's Trust. The fund includes two portfolio areas, (1) Direct Service and Program Enhancements and (2) Promotion of Citizen Engagement, Advocacy, and Leadership. The Community Engagement Fund is a noncompetitive opportunity that provides community partners not directly funded by The Children's Trust the opportunity to seek funding for programs that support communities as well as children and their families in Miami-Dade County. In accordance with the procurement policy, section 2010, Community Engagement Fund Policy.

Please Note: Applications for this grant must be submitted at least 90 days prior to the proposed activity and are accepted on a rolling basis until budgeted funds within the fiscal year are exhausted. Items reviewed in September will only be considered for funding under the next fiscal year beginning in October.

The Community Engagement fund is a noncompetitive opportunity that provides community partners not directly funded by The Children’s Trust the opportunity to seek funding for programs that support communities as well as children and their families in Miami-Dade County. The Direct Service and Program Enhancements portfolio of the Community Engagement Fund aims to provide support for community-based services. This funding can only be used to provide service enhancement to existing programs. The service population to be addressed must be demonstrated as a high-need community or population, or where some physical or safety factor prevents access to existing services.  The typical grant award is expected to be no more than $10,000.00. A defined application criterion has been developed. Specifics of this solicitation can be found within the supporting documentation.

Please Note: Due to the high volume of funding requests, application submissions is closed for FY 2022-2023 programs. This application will re-open on September 1, 2023, for funding consideration for initiatives taking place in FY 2023-2024 (FY begins October 1, 2023). The Promotion of Citizen Engagement, Advocacy, and Leadership portfolio of the Community Engagement Fund aims to provide support for community-based planning, organization and collaboration. This funding can only be used to support collaborative community projects. These collaborative efforts must have the intent to develop and/or operate in partnerships that promote citizen led engagement, advocacy, and governance at variable stages of progress of the project. The typical grant award is expected to be no more than $10,000.00. A defined application criterion has been developed. Specifics of this solicitation can be found within the supporting documentation.
