This Request for Proposal (RFP) will fund multiple providers, for up to $1,700,000, to offer in-person and virtual delivery of universal parenting workshops and supports across the developmental spectrum from prenatal/early childhood through adolescence. Services must be available to all Miami-Dade parents and primary caregivers, with the goal of reaching large numbers of families across the county.

Responses should test new ideas that address existing community needs and that haven’t been previously implemented in our community. Successful proposals will demonstrate invention, theoretical reason for success and courage to explore uncharted territory.

This request for proposal will fund one agency up to $700,000 to implement the Books for Free initiative which helps ensure young children through age 8, and their families have access to books via community bookshelves placed in public spaces throughout Miami-Dade County.

Reading Enhancements

ITN 2024-11 Reading Enhancements Services

This Invitation to Negotiate (ITN) will fund one entity, for up to $1,500,000 to reduce summer learning loss and build literacy skills through differentiated literacy intervention (DLI) services in the summer for rising kindergarten through rising second grade children who are behind in reading and pre-reading skills. In addition, the entity will work year round to screen and address literacy in rising kindergarten through fifth grade students with Dyslexia. Along with the direct services, reading enhancement services will include year-round professional development, on-site coaching and consultation for community-based Trust-funded after-school program staff to ensure staff members deliver high-quality DLI and Dyslexia services for participating elementary school children.

Community Engagement and Outreach grants provide community partners with an opportunity to seek funding for existing programs, advocacy efforts or events that support children and families in Miami-Dade County as well as the mission and values of The Children's Trust.

Single Source 

This information is designed to inform the applicant community and the public that The Children’s Trust intends to enter into a non-competitive contract (known as a single source) to purchase a product or service unless it is determined by The Trust, based on the responses to this notice, that there is more than one qualified applicant.  
If you believe you are a qualified applicant, please submit a response addressing all the requirements of the single source determination to the contact listed in the notice. 

The Children’s Trust seeks to procure the services of one agency per initiative to implement each of the following programs: 
 

  1. The national evidence-based program Reach Out and Read (ROR). The ROR model promotes early literacy and school readiness strategies within pediatric offices by giving new books to children and advice to parents from their doctors about the importance of reading aloud with young children. The program builds on the unique relationship between parents and medical providers to develop critical early reading skills in children beginning at infancy. Families participating in ROR have been found to read together more often and their children enter kindergarten better prepared to succeed, with larger vocabularies, stronger language skills and a three-to-six month developmental edge over their peers.   2. The 211 Call Center to handle all aspects of The 211 Helpline in Miami-Dade County, which shall serve as the single point of coordination for information and referral for health and human services in Miami-Dade County.  The 211 Helpline provides 24-hour comprehensive helpline and support services for children, youth, parents and human service providers seeking crisis intervention assistance, empathetic listening support, and or information and referrals to health and human services located in Miami-Dade County. Additionally, the 211 Helpline provider maintains a web-based Help Pages/Community Resource Directory (CRD) accessible to the public via a searchable database on the Internet. This resource provides information on community-based and government agencies, individual service programs, service sites, client eligibility criteria, and other specifications.
