Frank Manning

Frank joined the Trust in December 2016. A state employee with more than 34 years of service, he has been with the Department of Juvenile Justice since its creation, and formerly worked with the Department of Children and Families and its predecessor, HRS. He began his career as an intake screener and spent several years working with dependent youth.

Mr. Manning, whose career has focused on management and administration, has worked in nearly all areas of the delinquency continuum, from detention and home detention to his present assignment in probation and community intervention in Circuit 11. His experience includes budget and contract management as well.

Having earned a B.A. degree in public administration and a M.A. in human resource management from St. Thomas University, Mr. Manning is currently pursuing a master's degree in social work at Florida International University.

In addition to The Trust board, Mr. Manning serves on multiple boards and advisory groups, and he and his wife, Elena, are Big Brothers to two boys, ages 6 and 13.

Mr. Manning has been married for 36 years; he and his wife have two adult children and one grandchild.
