The purchase of goods and services and the award of grants shall be made in compliance with applicable state statutes The Children’s Trust Conflict of Interest policy and applicable portions of the Miami-Dade County Conflict of Interest and Code of Ethics Ordinance (§2-11.1 of Miami-Dade County Code) and the State of Florida’s Code of Ethics for Public Officers and Employees (Chapter 112, Part III Florida Statutes.)

Informal quotes shall be requested in writing from three or more sources when the purchase is between $2,500 and $25,000, unless the purchase qualifies as a sole source or is subject to the exceptions identified for non-competitive, sole source purchases of goods and services or if a vendor is part of a pre-approved vendor pool. Written justification for the sole source requirement will be required prior to the purchase of any good or service.

Subject to the exceptions identified for non-competitive, sole source and best interests purchases of goods and/or services, all purchases where the item or group of items relating to the same event/service type, exceeds $25,000 shall be made on the basis of competitive sealed bids or written proposals, unless proposals were already obtained and scored through a competitive process that resulted in the creation of a vendor pool. State or County purchasing contracts shall be used in lieu of bids when it is to the advantage of The Children’s Trust.

WebGrants is the new Web-based application system that allows The Children's Trust to create, edit and manage the approval of funding application forms. Applicants are able to login and manage their applications as well. WebGrants combines a user-friendly interface with robust database access and security.

Registration
Each organization must have a person assigned to be the primary application contact. Once the primary person is registered, they will be able to register other users in their organization if it is necessary for different staff to complete diferent sections of the application.

Registering consists of filling out a quick registration form on WebGrants. The information provided by the primary application contact will be reviewed and approved within 48 hours. However, accounts created by the primary application contact for subsequent registered users within an organization will be active immediately.

User accounts on WebGrants (to apply for funding or respond to RFQs) are different and separate from user accounts on the main website thechildrenstrust.org (to register for an training event).

Pre-Application
Organizations will be required to complete a pre-application for each funding opportunity. Deadline for the pre-application is generally 3 weeks before the application is due.

NOTE: Be sure to "Save", "Mark as Complete" AND click "Submit" for each form on WebGrants. Once a form is submitted, it cannot be modified, even if there is still time before the submission deadline.

Bidders’ Conference
These are forums for organizations to become better informed about a specific funding opportunity, what their purpose is, and what types of organizations should apply.

Application Training

Application Trainings are opportunities for organizations to learn about the application for a specific funding opportunity. The information provided during these sessions will pertain to the programmatic, and fiscal aspects to a funding application. All questions submitted are included in Q&A (Question and Answer) documents compiled and posted for review by all applicants. Technical Support
The Children's Trust will make available a WebGrants Help Desk call-in line as well as in person technology support for applicants that may require assistance accessing WebGrants (i.e., registration, accessing application forms, uploading documents to attachments, etc.). Technical support will be provided by Trust IT Help Desk staff on laptop computers set up at The Children's Trust offices. Technical support will also include assistance to users in scanning and uploading attachments if needed. Applicants can drop-in to these open hours for technical support on the dates and hours listed on the this page. ONLY TECHNICAL questions will be addressed at these sessions.

Available Support Outside of Trainings
During the application period, questions regarding a funding opportunity can only be submitted in writing through Funding Contact. All questions submitted are included in Q&A (Question and Answer) documents compiled and posted for review by all applicants. NOTE: Before submitting your question through Funding Contact, please read through Q&A documents available for the funding opportunity or RFQ your organization is applying for as the answer to your question may already be available.

Addenda
A funding opportunity may have addenda documents issued while the application period is still open. These may describe application updates, include question and answer (Q&A) documents generated by inquiries from other applicants, and/or revisions to the funding opportunity. If addenda documents have been issued for a fundind opportunity, they will be available on this page.

Application Submission
Online funding opportunities in WebGrants have multiple forms. Once completed, each form must not only be "Saved" but also "Mark as Complete" and "Submitted". If ALL forms are not "Submitted" by the deadline, your organization's application will not be considered for funding.
