Participant Outcomes Measures Toolbox print

The following is a partial list of measures that may be used to evaluate program impact. The list is not intended to be exhaustive, and a measure’s inclusion on the list does not imply endorsement by The Children's Trust.

CHILDREN WITH DISABILITIES
Children with disabilities are defined as children who currently have a physical, emotional, developmental, behavioral, or chronic medical condition or delay. These children experience impairment in their sensory, cognitive, motor, emotional, or behavioral functioning, which requires support, ongoing intervention, or accommodation provided by others in order to participate in an age-appropriate fashion in education, social activity, or physical activity in an appropriate environment. Providers should select measures based on the child's age, disability type, developmental needs, functioning level, and goals.

YOUTH DEVELOPMENT
Youth development focuses on preparing young people for productive adult lives. Necessarily a broad area of focus, youth development can include the domains of resilience, social competence, self-efficacy, prosocial norms, academic achievement, and workforce readiness, among others. Providers should match the objectives of their youth development program (e.g., workforce training) with the appropriate domain and measures. However, many programs focus on the “whole child,” and therefore several indicators and measures may be appropriate. When selecting measures, providers should consider the age of the youth, literacy/cognitive level, the availability of translated versions of the instrument in the population’s preferred language, and the psychometric properties of the instrument.

PARENTING
Parenting is an umbrella term that covers a variety of concepts, including parental knowledge, attitudes and behaviors. Therefore, providers should select measures that address the specific outcome they want to evaluate. In addition, providers should consider a measure’s applicability to their target population (i.e., age of target children, reading level, language, psychometric properties and validity with specific populations) and program constraints (i.e., time to administer and ease of scoring).

BIRTH TO FIVE
Early childhood development includes a variety of domains, including communication, cognition, social-emotional competence, and physical health/motor skills (Institute of Medicine, From Neurons to Neighborhoods, 2000). Therefore, providers should select measures that focus on the specific domain(s) or outcome area(s) they wish to evaluate. In addition to the different domains, there is a distinction between screening and assessment instruments. Providers should consider a measure’s applicability to their target population (i.e., reading level, language, psychometric properties and validity with specific populations) and program constraints (i.e., time to administer and ease of scoring).
